Although a very poor image, that's an interesting composite-take on the Nefertiti profile.

My take on this is that the larger image depicts a portrait oriented image of a female face.
The larger female face is holding a mask over the upper left 1/4 of her face - (covering her nose and one eye), much as a woman would do if attending a masquerade ball.
The mask itself is, of course, the famous "Nefertiti" image discovered by J.P. Levasseur, which you have correctly identified.
The eye of "Nefertiti" lines up with the left eye of the lady holding the mask.
Even the hats worn by the two ladies overlap, and somewhat match.
